The area at the top of Google Adwords Display on the google search results pages is called the premium adwords area.

Ads in this area are the ones Google (and only Google) decides have the highest quality score among the ads displayed. Factors include click through rate, content relevance to the keyphrases, historical performance, and time-to-back-click.

You cannot buy your way there. But you can optimize yourself to that position. The most effective way to do this is by creating high quality landing pages, grouping your keyphrases into thematic adgroups, and carefully tuning your ads.

Google website optimizer is a great tool for optimizing your landing pages (and therefore helping your quality score)

The relative visibility rate for each position in Google’s SERP pages are approximately as follows.

    Rank 1 – 100%
    Rank 2 – 100%
    Rank 3 – 100%
    Rank 4 – 85%
    Rank 5 – 60%
    Rank 6 – 50%
    Rank 7 – 50%
    Rank 8 – 30%
    Rank 9 – 30%
    Rank 10 – 20%

    MAJOR CAVEAT:

the top positions will get a lot more tire-kickers. If you’re goal is to improve conversion rate, you may find the side positions offer a higher conversion rate (with less spend.) We almost never go for the top position for many clients because it can be very wasteful. that does not mean you shouldn’t optimize your pages… it just means you may want to set your position preference between 3 and 5 (still above the fold) so that your visitors are more qualified.
